You will want to come up with a plan for the now and the future to help with turnover rate. Maybe start of with a temp position, this way you can tell if these employees are willing to work and show up. After their temp time runs out if they are the good employees than offer a full-time position to them and if not let them go. This way you are likely to get younger employees that will stay at the job until they are old enough to retire and that would not be for 40 years or so. Second strategy is offer flexible schedules for people. Come up with options for them to be able to work at home or work with a school schedules. They want a job that they can balance their home life and still have a full-time job.
